FASAH vs SABER vs Zawil: A Simple Guide to Saudi Customs Platforms
First-time importers in Saudi Arabia often come across terms like FASAH, SABER, and Zawil without knowing exactly what each one does. This article explains the difference between them in plain language.
FASAH
FASAH is Saudi Customs’ unified electronic platform and the main entry point for all customs clearance procedures: registering shipment data, submitting the customs declaration, tracking the inspection route, and paying customs duties. Think of it as the single interface behind which other relevant government systems are integrated.
SABER
SABER is a platform run by the Saudi Standards, Metrology and Quality Organization (SASO), used to issue a Certificate of Conformity and a Shipment Certificate for several categories of imported products (such as electrical appliances, building materials, and other regulated products) to confirm they meet Saudi technical standards before entering the local market. Without a required SABER certificate, clearance for that shipment can be blocked.
Zawil
Zawil is the platform used by the Saudi Food and Drug Authority and related bodies to license the import of specially regulated products — such as food items, pharmaceuticals, cosmetics, and certain medical devices. Zawil issues the licenses and notifications required before importing these product categories.
Where These Platforms Overlap
In practice, a single shipment may need to pass through more than one platform depending on the goods:
- Electrical appliances → FASAH + SABER.
- Food products or cosmetics → FASAH + Zawil (and sometimes SABER too, depending on the category).
- General cargo with no special technical control → usually FASAH only.
